Brief Description:

Construction of a new public roadway mauka of and roughly parallel to Honoapiʻilani Highway approximately two miles east from Keawe Street.
Project is being implemented in two segments.

Kuhua Street Extension – North Segment (Kuhua North): Construction of northern segment incorporates connections between Papalaua Street and Aki Street, and from Kuhua Street to Komo Mai Street, and Dickenson to Lahainaluna. Provides critical neighborhood connectivity and additional ingress/egress routes for the Kuhua Camp area.

Kuhua Street Extension – South Segment (Kuhua South): Construction of a new public roadway mauka of and roughly parallel to Honoapiʻilani Highway. Supports regional circulation, emergency access, and long-term transportation resilience.

Milestones:

March 2026: Kuhua Street Extension (North and South Segments) conditionally awarded CDBG-DR funding.
May 2026: Procurement planning begins for design of the Kuhua North segment.
Ongoing: Planning efforts for lands surrounding the project corridor continue and will help inform final roadway alignments, design decisions, and implementation phasing.

Lahaina Royal Complex Master Plan

The County of Maui Department of ʻŌiwi Resources is currently working with Group 70 International, Inc. (G70) to develop the Lahaina Royal Complex Master Plan. The project scope includes hydrology and water policy; wildfire resiliency and risk planning; biological and ecological assessment; cultural landscape architecture; community engagement protocol; transportation circulation planning; topographical survey; cultural and archaeological studies; soils and geotechnical studies; and boundary mapping.

Purpose

The Kuhua Street extension will provide new necessary connectivity, egress, multimodal transportation, and utility corridors to West Maui. The project will alleviate existing traffic congestion and improve circulation, including pedestrian-friendly access by incorporating a multiuse trail along its entire length in a later phase. The roadway would also serve as an alternate route during emergencies or in the event of unexpected closures of Honoapiʻilani Highway.

Project Description

This project is to develop a new public collector roadway that will be aligned east of, and roughly parallel to, Honoapiʻilani Highway (approximately 2 miles) with two travel lanes and additional turn lanes at major intersections. Utilities including drainage, water, sewer, power, telephone, and television will be installed or upgraded. The Kuhua Street extension may include the proposed West Maui Greenway multiuse path.

Interdependencies and Roadblocks

Land acquisition for right of way and construction permitting will need to be obtained.
